Introducing an unvetted supplier into the manufacturing ecosystem bypasses quality controls and introduces liability. This section mandates the qualification protocols for Franchised Distributors, Manufacturers, and the high-risk Independent Channel.

2.2.1 Sourcing Hierarchy.

1. Franchised Distribution: (Arrow, Avnet, DigiKey). The safest path.
2. Manufacturer Direct: For high-volume strategic silicon.
3. Independent Distributors (Brokers): The "Gray Market." The handbook must explicitly define the approval workflow for using brokers. It requires a higher level of authority (e.g., Supply Chain Director) and mandatory testing (X-Ray, Decapsulation) to prevent counterfeits.

2.2.1 The Gatekeeper Protocol

• Prohibition: Issuing a Purchase Order (PO) to a vendor not listed on the active AVL is technically impossible within the ERP system.
• Qualification Criteria:
  • Franchised Distributors: Must provide certification of franchise from the Component Manufacturer (OCM).
  • Direct Manufacturers: Requires an onsite or desktop audit of Quality Management Systems (ISO 9001).

2.2.2 Broker & Independent Distributor Protocol (The Grey Market)
